    About the Commission

    The U.S.-China Economic and Security Review Commission is a legislative branch commission created by the United States Congress in October 2000 with the legislative mandate to monitor, investigate, and submit to Congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China, and to provide recommendations, where appropriate, to Congress for legislative and administrative action.

    The U.S.-China Economic and Security Review Commission is chartered to monitor, investigate, and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China. The Commission meets its research mission by submitting to Congress an Annual Report, as well as by conducting staff-led reports, contracted research, and more.

Taylor Budowich
Taylor Budowich is the president of The Sovereign Advisors, a discreet D.C.-based public affairs and crisis communications firm. He most recently served as Deputy White House Chief of Staff and Cabinet Secretary for the Trump Administration where he oversaw strategic messaging, media operations, and the President's Cabinet. Prior to his White House service, he was the founder and CEO of MAGA Inc. from 2023-2024, the principal Super PAC supporting President Trump’s 2024 campaign, and the Director of Communications for President Trump in 2021 and 2022. In 2018 he worked as a senior advisor for Ron DeSantis’ gubernatorial campaign, and prior to that he led Tea Party Express as the organization’s Executive Director. Commissioner Budowich was appointed by Speaker Mike Johnson for a term expiring December 31, 2027.

Ngor Luong

Ngor Luong is a Senior Policy Analyst on the Economics and Trade team at the Commission. She previously served as a Policy Advisor in the Office of the Chief Economist at the State Department where she focused on China’s economy, international trade, and emerging technologies.
