    About the Commission

    The U.S.-China Economic and Security Review Commission is a legislative branch commission created by the United States Congress in October 2000 with the legislative mandate to monitor, investigate, and submit to Congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China, and to provide recommendations, where appropriate, to Congress for legislative and administrative action.

    The U.S.-China Economic and Security Review Commission is chartered to monitor, investigate, and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China. The Commission meets its research mission by submitting to Congress an Annual Report, as well as by conducting staff-led reports, contracted research, and more.

Morgan Peirce

Morgan Peirce is a Policy Analyst on the Security and Foreign Affairs team. Previously, she was a research assistant with the Technology and National Security Program at the Center for a New American Security (CNAS), where she supported research on quantum technology and cybersecurity. She also served as a fellow in the U.S. Indo-Pacific Command's Strategic Planning and Policy Directorate.

Morgan conducted policy and technology research at the Congressional-Executive Commission on China, the Center for Strategic and International Studies, and the National Committee on U.S.-China Relations. Her commentary has appeared in or been cited by Just Security, Nikkei Asia, The Diplomat, The National Interest, and New Perspectives on Asia.

Morgan holds an M.A. in Asian Studies from Georgetown University and a B.A. in Government and East Asian Languages from Smith College. She lived and studied in China and has advanced Chinese-language skills.
