    The U.S.-China Economic and Security Review Commission is a legislative branch commission created by the United States Congress in October 2000 with the legislative mandate to monitor, investigate, and submit to Congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China, and to provide recommendations, where appropriate, to Congress for legislative and administrative action.

    The U.S.-China Economic and Security Review Commission is chartered to monitor, investigate, and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China. The Commission invites submission of proposals to provide a concise, one-time unclassified report on China’s management of electromagnetic spectrum resources, which should:

  • Provide an overview of how China manages its electromagnetic spectrum;
  • Provide an overview of how China leverages its spectrum and its application in technology, economic, and military uses;
  • Assess China’s military spectrum protocols and standard setting;
  • Examine global implications of China’s spectrum protocols and standard setting; and
  • Identify and assess commercial and economic benefits of China’s spectrum leadership.

Proposals must be submitted by 5:00 p.m. (ET) on May 19, 2025.
