    The U.S.-China Economic and Security Review Commission is a legislative branch commission created by the United States Congress in October 2000 with the legislative mandate to monitor, investigate, and submit to Congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China, and to provide recommendations, where appropriate, to Congress for legislative and administrative action.

    The U.S.-China Economic and Security Review Commission is chartered to monitor, investigate, and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China. The Commission meets its research mission by submitting to Congress an Annual Report, as well as by conducting staff-led reports, contracted research, and more.

Taylor Budowich

Taylor Budowich

Taylor Budowich is the president of The Sovereign Advisors, a discreet D.C.-based public affairs and crisis communications firm. He previously served as Deputy Chief of Staff for Communications and Personnel in the Trump White House, overseeing communications, cabinet affairs, speechwriting, and the Office of Public Liaison. In this role, he oversaw communications strategies during pivotal early moments of the administration, including the President's first address to a joint session of Congress, the rollout of transformative tariffs on "Liberation Day," Operation Midnight Hammer, the launch of the Department of Government Efficiency (DOGE), AI initiatives, and responses to dynamic global challenges such as trade disputes with China. 

Through his oversight of the White House Office of Public Liaison, he spearheaded the administration's engagement with critical industries on issues like artificial intelligence, chip manufacturing and supply, and efforts to onshore key sectors, as the office serves as the primary representative to major companies and CEOs. He also traveled with the President's delegation to the Middle East, NATO summits, and the United Nations General Assembly.

Before joining the White House, Budowich founded and directed MAGA Inc., a pro-Trump super PAC that raised and spent hundreds of millions on advertising and voter mobilization during the 2024 presidential campaign. He earlier served as the spokesperson for President Trump and Director of Communications for Save America PAC, Trump's post-2020 political vehicle, and as chief of staff to Donald Trump Jr. during the 2020 campaign. At the start of his career, he was executive director of the Tea Party Express PAC.

Budowich studied at the American University in Cairo before evacuating during the 2011 Egyptian revolution. Through his work in super PACs, campaigns, and in government, he has played a key role in shaping Republican campaign strategies, amplifying conservative messaging, and advancing the MAGA movement's impact on national elections and policy.

Commissioner Budowich was appointed by Speaker Mike Johnson for a term expiring December 31, 2027.
