Jessie Foster is a Research Fellow on the Security and Foreign Affairs Team at the Commission, where she researches China’s foreign policy and defense issues. Before joining the Commission staff in 2022, Jessie worked as an all-source analyst for the U.S. Department of Defense. She also interned at the U.S.-European Command Headquarters in Stuttgart Germany, where she supported Balkans Desk Office in the Joint Plans and Policy Division. She holds a Bachelor’s degree in Global Security and Justice from the University of Virginia, and as part of her studies, she spent a summer in Shanghai to participate in an immersive Mandarin language program at Fudan University. She is proficient in Mandarin Chinese.
