CONGRESSIONAL LEADERS ANNOUNCE APPOINTMENTS TO U.S.-CHINA ECONOMIC & SECURITY REVIEW COMMISSION

Washington, D.C. – The leaders of the U.S. Senate and House of Representatives recently announced their appointments to the U.S.-China Economic & Security Review Commission for the current session of Congress. With its full complement of Commissioners in place, the Commission is set to move forward with a work program leading toward its second report to Congress.

Pursuant to changes enacted by Congress earlier this year as part of the Consolidated Appropriations Resolution, FY 2003 (Pub. Law 108-7), each Congressional leader appointed three members to the Commission: one for a term expiring on December 31, 2003, one for term expiring on December 31, 2004, and one for a term expiring on December 31, 2005. Congressional leaders will make all subsequent appointments to the Commission on a two-year term basis.

The new membership of the Commission is as follows (complete bios are available on the Commission’s website, www.uscc.gov):

Carolyn Bartholomew. Former Chief of Staff, Counsel, Legislative Director, and Foreign Policy Advisor to U.S. House of Representatives Democratic Leader Nancy Pelosi; former Professional Staff Member on the House Permanent Select Committee on Intelligence. Appointed by House Democratic Leader Nancy Pelosi for a term expiring December 31, 2003.

George Becker. Vice President, Executive Council, AFL-CIO; former International President, United Steelworkers of America. Appointed by House Democratic Leader Nancy Pelosi for a term expiring December 31, 2005.

Stephen D. Bryen
. President of Finmeccannica, Inc.; former Deputy Under Secretary of Defense and founder and First Director of the Defense Technology Security Administration. Appointed by House Speaker J. Dennis Hastert for a term expiring December 31, 2005.

C. Richard D’Amato
. Maryland attorney; former delegate Maryland House of Delegates; former Counsel to Senator Robert C. Byrd (WV). Appointed by Senate Democratic Leader Tom Daschle for a term expiring December 31, 2005.
o June Teufel Dreyer. Professor and Chair of the Department of Political Science at the University of Miami; Senior Fellow of the Foreign Policy Research Institute. Appointed by House Speaker J. Dennis Hastert for a term expiring on December 31, 2003.

Robert F. Ellsworth. Chairman and Founding Partner, Hamilton Apex Technology Ventures; Director, Price Communications Corporation; Member of the U.S.-Russia RAND Business Leaders Forum; former Deputy Secretary of Defense and U.S. Ambassador to NATO; former Member of the U.S. House of Representatives (KS). Appointed by Senate Majority Leader Bill Frist for a term expiring on December 31, 2004.

Michael A. Ledeen. Resident Scholar in the Freedom Chair, American Enterprise Institute; former special advisor and consultant to the Secretary of State, the National Security Advisor, and the Office of the Secretary of Defense. Appointed by Senate Majority Leader Bill Frist for a term expiring on December 31, 2003.
o Patrick A. Mulloy. Adjunct Professor of international trade law at Catholic University and George Mason University law schools; former Assistant Secretary of Commerce for Market Access and Compliance; former General Counsel, U.S. Senate Banking Committee. Appointed by Senate Democratic Leader Tom Daschle for a term expiring December 31, 2004.

William A. Reinsch. President, National Foreign Trade Council; former Undersecretary of Commerce for Export Administration; former Counsel to Senator John Heinz (PA) and Senator John D. Rockefeller, IV (WV). Appointed by Senate Democratic Leader Tom Daschle for a term expiring December 31, 2003.
o Roger W. Robinson, Jr. President and CEO, Conflict Securities Advisory Group, Inc.; former Senior Director of International Economic Affairs at the National Security Council. Appointed by Senate Majority Leader Bill Frist for a term expiring December 31, 2005.

Michael R. Wessel. Senior Vice President, Downey McGrath Group; former Counsel to Congressman Richard A. Gephardt (MO). Appointed by House Democratic Leader Nancy Pelosi for a term expiring December 31, 2004.
o Larry M. Wortzel. Vice President and Director of The Kathryn and Shelby Cullom Davis Institute for International Studies at The Heritage Foundation; former Director of the Strategic Studies Institute of the U.S. Army War College; former Assistant Attache at the U.S. Embassy in China. Appointed by House Speaker J. Dennis Hastert for a term expiring December 31, 2004.

Commissioners Carolyn Bartholomew and Robert F. Ellsworth are new to the Commission, with the other ten members returning after serving on the Commission during the 107th Congress. Commissioner C. Richard D’Amato served as the Commission’s first Chairman during the 107th Congress, and was succeeded as Chairman by Commissioner Roger W. Robinson. The newly appointed Commission will hold elections for Chair and Vice Chair in the near future.

The Commission was established by the Congress in 2000 to analyze the national security implications of trade and economic ties between the United States and the People’s Republic of China. The Commission held a comprehensive series of public hearings during 2001 and 2002 and issued its first Annual Report to Congress in July 2002.
