RELEASE OF RESEARCH REPORT ON A POTENTIAL U.S.-CHINA BILATERAL INVESTMENT TREATY: The Commission has approved for public release a new contracted report entitled: “Evaluating a Potential U.S.-China Bilateral Investment Treaty: Background, Context and Implications.” “China has signed BITs with most of the world’s most significant trading and investing countries, including Japan, Germany and the UK. A major omission is a US-China BIT… Rising trade and investment flows between the two nations led them to resume negotiations in June 2008, following the fourth Strategic Economic Dialogue (SED) meeting…” The Commission contracted with the Economist Intelligence Unit to produce this report on the basis of a competitive contract awarded in June 2009. RELEASE OF RESEARCH REPORT ON CHINESE INGREDIENTS IN U.S. PHARMACEUTICAL PRODUCTS: The Commission has approved for public release a new contracted report entitled: “Potential Health & Safety Impacts from Pharmaceuticals and Supplements Containing Chinese-Sourced Raw Ingredients.” “In recent years there has been increasingly deep concern regarding the potential health and public safety impacts of the widespread and unregulated use of Chinese-sourced ingredients that are imported and incorporated into America’s pharmaceutical products, dietary, and nutritional supplements…” The Commission contracted with NSD Bio Group, LLC to produce this report on the basis of a competitive contract awarded in April 2009. RELEASE OF RESEARCH REPORT ON CHINA’S EMPLOYMENT OF STRATEGIC DECEPTION AND PERCEPTION MANAGEMENT: The Commission has approved for public release a new contracted report entitled: China’s Use of Perception Management and Strategic Deception. “Beijing’s overt efforts to restore the Middle Kingdom’s economic, military, and political prestige present an interesting dilemma for U.S. and Asian policy makers. While China’s expanding economic prowess, military might, and exercise of political influence are largely visible to the untrained eye—is there more to the story? Are members of the US academic, diplomatic, and intelligence communities being targeted by an unspoken agenda that may further Chinese foreign policy and national security objectives, potentially at a significant cost to those outside Beijing?”[Read THE FULL REPORT] The Commission contracted with Science Applications International Corporation (SAIC) to produce this report on the basis of a competitive contract awarded in November 2008. RELEASE OF RESEARCH REPORT ON “CHINESE CYBER WARFARE & ESPIONAGE”: The Commission has approved for public release a contracted report entitled: Capability of the People’s Republic of China to Conduct Cyber Warfare and Computer Network Exploitation. The government of the People’s Republic of China (PRC) is a decade into a sweeping military modernization program that has transformed its ability to fight high tech wars. A major element of this modernization effort, known as informationization, is guided by the doctrine of fighting “Local War Under Informationized Conditions,” i.e., the People’s Liberation Army’s efforts to develop a fully networked architecture capable of coordinating military operations on land, in air, at sea, in space and across the electromagnetic spectrum…” [Read THE PDF REPORT] The Commission contracted with Northrop Grumman Corporation to produce this report on the basis of a competitive contract awarded in March 2009.
