The research papers in this section were prepared at the request of the Commission to support its deliberations. They are posted to the Commission’s website in order to promote greater public understanding of the issues addressed by the Commission in its ongoing assessment of U.S.-China economic relations and their implications for U.S. security, as mandated by P.L. 106-398 and P.L. 108-7. Their posting to the Commission’s website does not imply an endorsement by the Commission or any individual Commissioner of the views or conclusions expressed in them.

EXTRAMURAL RESEARCH AGREEMENTS AWARDED AND FINAL REPORTS RELEASED BY COMMISSION:

2009 Extramural Research Agreements Awarded by the Commission. 

The Commission has awarded contracts to four organizations to perform four separate research studies pertaining to issue areas identified in the Commission’s statutory mandate. The contracts were awarded after competitive evaluation by the Commission’s research committee of proposals that responded to the Requests for Proposals issued by the Commission and published on the Commission’s Web site.  They were awarded upon approval by the full Commission. Contracts are now active for all four of these projects as follows:

• Northrop-Grumman Corp.: A Report Examining the Capabilities of the People’s Republic of China to Conduct Cyber Warfare and Computer Network Exploitation (contract signed March 4th, initial draft expected July 2009)

• Reperi, LLC: A Report Examining the Potential National Security Implications of Chinese Investments in the Communications Industry (contract signed April 10th, initial draft expected August 2009)

• NSD BioGroup, LLC: A Report Examining the Potential Health & Safety Impacts of the Use of Chinese-Produced Raw Ingredients in the Manufacture of U.S. Pharmaceutical Products (contract signed April 13th, initial draft expected August 2009)  

• Economist Intelligence Unit: A Report Examining the Issues Surrounding a Potential Bilateral Investment Treaty Between the United States and the People’s Republic of China (contract signed June 15th, initial draft expected October 2009)  

     •   Defense Group, Inc.:  A Report Examining Reforms in the Defense Industry of the People’s Republic of China. (contract signed January 2009, initial draft expected April 2009)

Notice of Completed and Released Research Studies by the Commission Awarded in 2008

The Commission has accepted as complete, and approved for public release, four new research reports that pertain to issue areas in the Commission’s statutory mandate. These research reports were performed by external contractors on the Commission’s behalf, on the basis of contracts awarded in 2008 following competitive evaluation by the Commission. These four reports are as follows:
