Southwest China Aviation Security Project - USTDA has provided funding for a feasibility study for the development of a strategic plan for civil aviation security in Southwest China. The project will coordinate and modernize aviation security measures and management in Southwest China. The Grant was signed in December 2002 with the Southwest Region of the Civil Aviation Administration of China. The opportunity will be competitively bid in Federal Business Opportunities.
Ningxia Di-Methyl Ether Plant Project - USTDA provided funding for a feasibility study on the construction of a Di-Methyl Ether Plant in Ningxia, in Western China. The plant will allow Ningxia to develop alternative fuels to alleviate environmental degradation. The potential Grantee for the project is the Ningxia Petrochemical Industry Lingzhou Group Co., Ltd.
Emergency Response Orientation Visit - USTDA approved an Orientation Visit for delegates from the Shanghai's emergency response entities to become familiar with US emergency response technologies and practices. The visit will take place in late summer 2003, and will include visits to emergency response equipment manufacturers, the New York/New Jersey Port Authority and FEMA.
Emergency-911 Communications Orientation Visit - USTDA approved an Orientation Visit for Chinese emergency communications officials to visit the United States to view emergency communications control centers and technology vendors. Louis Berger has been selected to manage OV logistics.
Cable Television Orientation Visit - USTDA approved an Orientation Visit for delegates from the State Administration for Radio, Film and Television, and regional cable network officials to become familiar with U.S. cable equipment and technology. The visit will take place in September 2003, and will include visits to U.S. cable equipment manufacturers, the Federal Communications Commission, CNN and Comcast.
Shanghai Centralized Medical Waste Treatment Facility Project - USTDA provided funding for a feasibility study to construct a centralized medical waste treatment facility in Shanghai to modernize and expand medical waste treatment services and management. The Grantee for the project is the Shanghai Environmental Protection Bureau, and the opportunity will be competitively bid on Federal Business Opportunities.

Shanghai Municipal Electric Power Bureau OV - USTDA approved an Orientation Visit by officials from the Shanghai Municipal Electric Power Bureau to visit power plants and utility companies throughout the United States to develop ideas of how greater efficiency can be achieved and improvements can be made. Princeton Energy Resources International, Ltd. managed the OV logistics.
PetroChina Enhanced Oil Recovery Project - USTDA provided funds to partially fund a feasibility study for an enhanced oil recovery project in Liaoning Province. Tradewinds Oil and Gas International Ltd. entered into an agreement with PetroChina to increase the production of oil from the Shuangliu Well Area of China's Liaohe oil field. The Grant Agreement was signed July 30, 2002.
Salvage and Rescue Orientation Visit - USTDA approved an Orientation Visit for delegates from the Ministry of Communications to become familiar with U.S. search and rescue operations and equipment. The visit took place June 15-24, 2002 and included visits to US manufacturers of SAR equipment, the U.S. Coast Guard and the U.S. Park Police.
Sinopec E-Trade Platform Feasibility Study - USTDA provided funding for a feasibility study to help provide Sinopec International with management and technical capabilities as it moves to establish an e-procurement platform. The Grant was signed in late April 2002. H&J Inc. was chosen to perform the feasibility study.
CNS/ATM Project - USTDA provided funding for a study that will generate a plan for the progressive and orderly implementation of the next generation of China's CNS/ATM systems and to modernize and expand air traffic services within the China flight information regions. The Grant to the General Administration of Civil Aviation of China was signed in late April 2002. The Mitre Corporation is performing the study.
Agricultural Biotechnology Initiative - USTDA has approved funding for training of Chinese officials on Ag-Biotech issues. This public-private partnership will be focused on soybean and corn products and instituted with the assistance of the Council for Agricultural Science and Technology and other entities within China and the United States.
Flight Standards Training Center - USTDA provided funds to establish an aviation safety academy with the help of the General Administration of Civil Aviation of China (CAAC). This center will employ the "train the trainers" technique and will cover issues such as operations and airworthiness. Interflight Services, Inc. and the Boeing Co. are providing the training. The grant was signed in March 2002.
Geothermal Heat Pump (GHP) Project - USTDA provided funding for Beijing Jike Energy New Technology Development Co. to establish four geothermal heat pump projects in northern China. These projects will demonstrate the ability of GHP technology to heat structures, by using renewable energy. Jacwill Services, Inc. is performing the feasibility study. The Grant was signed in late April 2002.
Shanghai Municipal Solid Waste Technical Assistance - USTDA has provided funding for technical assistance for the Shanghai City Appearance and Environmental Sanitation Administration Bureau as it prepares its application to the World Bank for a loan to assist with the Shanghai Urban Environmental Project. The Assistance will mainly focus on Municipal Solid Waste. The Grant was signed in late April 2002 and Ecology & Environment is performing the study.
Beijing Water Reuse Conference - USTDA provided funding to send Mr. Richard Mills, Water Resource Control Engineer at the Office of Water Recycling, California State Water Resources Control Board, to Beijing to participate in the Beijing Water Reuse Conference, which focused on the planning and implementation of water reuse projects in China.
Guangzhou Metro Project - USTDA provided funding for a feasibility study to support the expansion of the Guangzhou metro system. The study will examine the development of Line 3 and its integration with the existing system. The grant was signed in March 2002. Louis Berger Group is performing the feasibility study.
Shenzhen Metro Project - USTDA provided funding for a feasibility study and technical assistance for Phase 2 of the Shenzhen metro project. It will be a 30 km expansion incorporating approximately 22 new stations. The grant was signed in March 2002. Louis Berger Group is performing the study.
PetroChina Underground Gas Storage Project - USTDA signed a feasibility study grant with PetroChina to evaluate the technical and economic feasibility of using the Jintan salt deposits for underground gas storage. The Grant Agreement was signed in September 2002. Parsons Brinckerhoff will perform the feasibility study.
Beijing Advanced Traffic Management Study - USTDA provided a $286,890 feasibility study grant to the Beijing Traffic Management Bureau for a feasibility study on implementing an intelligent transportation system in Beijing in preparation for the 2008 Summer Olympics. The study will assess current traffic flows, predict future patterns, and develop solutions for traffic congestion. The Grant Agreement was signed September 13, 2002. Parsons Brinckerhoff is performing the study.
E-Commerce Policy OV - USTDA approved an Orientation Visit by Chinese officials to visit government agencies in the United States to develop more efficient E-Commerce regulatory practices. Computer Frontiers, Inc. was chosen to manage the OV logistics.
US-China Natural Gas Institute - USTDA provided a grant to help establish a natural gas training institute in China. The institute will cover all htmects of natural gas use and will work to promote greater usage throughout China. The Grant was signed in September 2002 with the Gas Technology Institute (GTI) as the Grantee. GTI and the Chinese State Development Planning Commission are currently conducting the training courses.
WB Shanghai Urban Environment Project - USTDA has provided $489,500 for a technical assistance grant for utilizing corporate bonds to raise revenue for environmental projects in the Shanghai area. Shanghai Water Services Assets Operation and Development Co., Ltd. is the Grantee. The grant was signed September 19, 2002. Contractor selection is ongoing.
Tianjin Waste Project - USTDA provided funds to support the Municipality of Tianjin as it establishes a system for the collection, storage, transportation, and disposal of medical and radioactive waste. The establishment of a chemical/hazardous material related emergency response system is also under development. The Grant Agreement was signed July 30, 2002 and contractor selection is ongoing.
WTO E-Learning Project - USTDA signed a grant with the Ministry of Foreign Trade and Economic Cooperation to establish an E-Learning course that will focus on WTO accession and its impact on China. The project will allow areas in Western China to have easier access to WTO related information. Alamo Learning Systems was selected as the Contractor. The Grant Agreement was signed September 16, 2002.
Desertification Prevention - USTDA provided a $244,200 feasibility study grant to the State Forestry Administration of China. The study focused on the identification of irrigation methods that effectively and substantially decrease and/or eliminate open grazing in the areas of Beijing, Tianjin, Shanxi, Hebei, and Inner Mongolia. Valmont Industries conducted the study, as well as provided financial assistance to complete the study.
Construction Equipment Orientation Visit - USTDA approved a visit for 10 officials from the Ministry of Construction to visit the United States to examine construction equipment that can be utilized in the South-North Water Diversion Project. The visit will include site visits to manufacturers and construction sites, where the equipment is being utilized. The visit will occur in late summer 2003.
CNG Bus and Related Equipment Orientation Visit - USTDA approved a visit of 12 delegates from China to the United States to visit manufacturers of compressed natural gas engines and related equipment suppliers. The visit occurred October 9-19, 2002 and included a visit to the Natural Gas Vehicle Coalition's Conference in Washington, DC.
Airport Emergency/Firefighting Orientation Visit - USTDA approved a visit for 9 Chinese officials from the General Administration of Civil Aviation of China to become familiar with U.S. standards and techniques for emergency response and firefighting at airports. The visit took place from September 30-October 10, 2002 and included a stop at the airport emergency exercise in Honolulu, HI.
Jiangsu Environmental Monitoring - This project involves working with the Jiangsu Environmental Protection Department in establishing automatic air and water quality monitoring stations in Jiangsu Province. The Grant Agreement was signed September 17, 2002. H&J Inc. is performing the feasibility study.

Shanghai Deepwater Port - USTDA provided $500,000 for a feasibility study grant to examine a port that the Municipality of Shanghai is constructing 20 miles offshore. The study will look at both the bridge and container terminals for this project. The Grant was signed in July 2002. Louis Berger is carrying out the feasibility study.
Chongqing Wastewater Treatment Plant - USTDA has approved funding for a feasibility study of a 300,000 m3/d wastewater treatment plant along the Yangtze River in Chongqing. Liberty Pacific Direct Investments and Montgomery Watson Harza are performing the feasibility study. The grant was signed in March 2002.
Changzhou Wastewater Treatment Project - USTDA approved a $209,550 feasibility study grant for two new wastewater treatment plants in Changzhou City, Jiangsu Province. The engineering opportunity will be competitively bid in the Commerce Business Daily. (TDA #2001-30068A)
Automatic Water Monitoring Technologies Orientation Visit - USTDA has approved $130,000 to fund a visit to familiarize key Chinese central and local government officials in charge of water quality monitoring projects with U.S. technology and expertise in real-time, automatic water quality monitoring technology. The event will occur in November 2001. MFM Group Inc. has been selected as the contractor.
Aviation Infrastructure Financing Orientation Visit - USTDA has approved $130,000 to fund a visit to familiar Chinese aviation officials with viable financing options for aviation infrastructure development projects. The event will be held in November 2001. Louis Berger Group has been selected as contractor for OV.
China Aviation Conference - USTDA has approved funding for a conference in China to focus on aviation activities including western airport development, ATC and general aviation. PA Consulting has been selected to organize this event, scheduled for March 3-5 in Beijing.
PetroChina On-line Automatic Monitoring System Project - USTDA has approved a $375,000 feasibility study grant to partially fund a project that will allow PetroChina to improve its environmental standards by utilizing on-line automatic monitoring technology. PetroChina has selected C.H. Guernsey and Company to complete the feasibility study.
Shandong Environmental Monitoring Project - USTDA approved a $422,475 feasibility study grant for an air and water pollution monitoring plan. The Environmental Protection Bureau of the Shandong Province is the grantee and the opportunity will be competitively bid in the Commerce Business Daily.
Shanghai Environmental Monitoring Project - USTDA approved a $278,260 feasibility study grant for air pollution monitoring, water monitoring, and expanded lab capabilities. Shanghai Environmental Protection Bureau is the grantee and the opportunity will be competitively bid in the Commerce Business Daily.
Shanghai Model Port Project - USTDA approved $186,800 technical assistance grant for training associated with the IT component of this project, which consists of four primary elements-express packaging (near completion), IT component, training, and intellectual property rights.
Shenhua Direct Coal Liquefaction Project - USTDA approved a $350,000 feasibility study grant to partially fund a study that will examine the conversion of coal into clean transportation fuels and chemical feedstock. Hydrocarbon Technologies Inc. has been selected as the contractor for this project.
Southwest China Aviation Infrastructure Development Planning Project - USTDA has approved a grant of $574,000 to fund a feasibility study/strategic plan for airport development and strategic planning. In addition to planning air route networks and airports, the study will advise the Civil Aviation Administration of China on how to transfer control over airports from government agencies to commercial entities. Training will also be a key component. Garfinkle and Wang LLC has been selected as the contractor for this project.
West-East Gas Pipeline Project - USTDA is supporting Houston based Universal Ensco's project management bid with a de minimus training grant offer to PetroChina of $468,000. Construction of this 4,000 Kilometer pipeline is planned to begin in 2001, with completion expected by June 2004.
