The U.S.-China Economic and Security Review Commission will conduct a public hearing on Thursday and Friday, July 12-13, 2007 on China’s Proliferation and Impact of Trade Policy on Defense Industries in the United States and China. The hearing will be held in Room 385 of the Russell Senate Office Building, located at Delaware & Constitution Avenues, NE, Washington, DC 20510.

The hearing will examine the impact of China’s proliferation practices on U.S. national security, China’s compliance with its own nonproliferation laws and regulations and international proliferation norms, the development of indigenous defense industrial capacity in China, and the impact of trade practices and manufacturing in China on the U.S. defense industrial base.

On July 12, the Commission will focus on China’s proliferation practices and their impact on U.S. national security. The hearing will begin with views from Congressman Thaddeus McCotter. The Commission also will hear from the Honorable Don Mahley, Deputy Assistant Secretary of State for International Security and Nonproliferation, and from the Mr. David Sedney, Deputy Assistant Secretary of Defense for East Asia. In addition, policy experts and academic scholars will testify on the national security effects of China’s proliferation, and how to encourage China to increase its contribution to nonproliferation and play a more positive role in the global security environment.

On July 13, the hearing will continue with an examination of the growth in domestic defense industrial capacity in China and the impact of trade practices and manufacturing on the U.S. defense industrial base. Congressman Duncan Hunter will share his views on this issue. Mr. William C. Greenwalt, Deputy Under Secretary of Defense for Industrial Policy; Rear Admiral Kathleen M. Dussault, Deputy Assistant Secretary of the Navy for Acquisition and Logistics Management; Ms. Tina Ballard, Deputy Assistant Secretary of the Army for Policy and Procurement; and Mr. Terry Jaggers, Deputy Assistant Secretary of the Air Force for Science, Technology and Engineering, will offer their unique perspectives on the wellbeing of the U.S. defense industrial base in terms of its current and future capability to provide the needed components and systems that the U.S. military needs to accomplish its missions. The Commission will also hear from policy experts on the status of China’s defense industrial base developments and the impact of technology transfer on China’s defense industrial capabilities and on U.S. force readiness.
