The U.S.-China Economic and Security Review Commission is directed by Congress to analyze and assess the Chinese role in the proliferation of weapons of mass destruction (WMD) and other weapons (including dual use technologies) to terrorist-sponsoring states. The Commission will hold a public hearing to assess Chinas proliferation policies and practices, including Chinas record with regard to transfers of WMD-related materials to terrorist-sponsoring states, the effectiveness of Chinas new export control rules, and Chinas role in the events unfolding in North Korea. In the aftermath of North Koreas announced resumption of its nuclear weapons programs last October, China has been serving as a high-profile intermediary in this developing crisis given its close ties to Pyongyang.

The hearing will examine Chinas role to date in these events, and how China fits into any potential resolution of the conflict. The Commission will hear from a senior representative of the State Department on the Administrations policies on these issues, and from senior officials from previous Administrations and nonproliferation experts, several of whom were integrally involved during the 1994 nuclear standoff with North Korea.
