U.S. - CHINA COMMISSION TO HOLD HEARING ON CHINESE LEADERSHIP SUCCESSION AND ITS IMPLICATIONS

This is the Commission's first hearing to examine the process to determine China's top leaders and its implications for the U.S.-China relationship and impending changes in Chinese domestic and foreign policies. The Communist Party of China (CPC) has not initiated substantive reforms in the political realm, despite the relative opening of China's market over the last 20 years. The CPC will hold its 16th Party Congress in Fall 2002 to select the group of leaders that will guide the 60 million Party members over the next five years. The present group of leaders will determine not only the line-up for the formal Party structure, but also the assignment of government positions to the various top cadres. The current “Third Generation” of leaders and Party elite will formally select the Politburo, from which selected members will be tapped to assume the positions of both the national legislature and the government administration.

Commissioners will hear panelists' views on how the new leadership will affect Chinese domestic and foreign policies. Panelists' will also address not only the personalities, but also the evolution of the process by which the Party selects its leaders, and the often under-analyzed interaction between the civilian Party leaders and the military leadership and the influence of the PLA's agenda and priorities on the Party succession process.

Testifying will be Chinese military and media experts and scholars from universities and academia.
