Mr. Thomas R. Howell

Thomas R. Howell has practiced international trade law for 30 years, including litigation, support for international negotiations, WTO disputes and legislation.  A particular area of specialty has been developing comprehensive information about industrial policies, private commercial practices, science policy and economic systems outside of the United States.  Publications relevant to China include: China’s Promotion of the Renewable Electric Power Equipment Industry (National Foreign Trade Council, 2010); “China’s New Antimonopoly Law: A Perspective from the United States,” Pacific Rim Law & Policy Journal (January 2009); “The Multilateral Trading System and Transnational Competition in Advanced Technologies,” in Goran Markland, et al (ed.)
