Dr. Merritt T. (‘Terry’) Cooke

M. T. (“Terry”) Cooke founded GC3 Strategy (www.gc3s.com) in 2002 to assist Mid-Atlantic technology and investor communities build sustainable partnerships in Greater China (Beijing/Tianjin, Shanghai/Suzhou, Taipei/Hsinchu). Terry is also the principal of "www.terrycooke.com china seminars" which provides China-focused clean energy/'green business' market intelligence and risk management advice for senior executives of U.S. technology and finance firms as well as scenario-based seminar training for mid-level executives. During Terry’s career with the U.S. Senior Foreign Commercial Service, he held progressively more responsible positions at the U.S. Missions in Asia (Taipei, Tokyo, Shanghai) and Europe (Berlin) acting as the U.S. Government’s senior commercial representative in Taiwan and Berlin.
In 2010, Terry has been appointed as a Public Policy Scholar with the Woodrow Wilson International Center for Scholars in Washington DC. His research project focuses on the technology and investment underpinnings of the U.S.-China clean energy relationship.
Dr. Cooke is a Senior Fellow at the Foreign Policy Research Institute in Philadelphia and has been a senior consultant to the RAND Corporation. He advised the Lauder Institute at the University of Pennsylvania’s Wharton School and the City of Philadelphia on its global business outreach initiatives. He is a graduate of U.C. Berkeley -- Ph.D. (1985) and M.A. (1981) -- and Princeton University -- B.A. (1976). He has diplomatic fluency in Mandarin Chinese, Japanese, German and French and limited diplomatic competence in Hindi/Nepali.
