
Dr. Ron Hira
Associate Professor of Public Policy, Rochester Institute of Technology
Dr. Ron Hira is an expert in offshore outsourcing and industrial policy. He teaches courses on technological innovation, communications, and public policy. He has participated in countless conferences related to science/technology workforce issues. He has many contacts in Washington related to science and technology policy.
Dr. Hira is a Licensed Professional Engineer, and the co-Author of Outsourcing America (AMACOM Books 2005). He is a Post-Doctoral Fellow at the Center for Science Policy & Outcomes at Columbia University and has his Ph.D. in Public Policy from George Mason University, a master’s in electrical engineering from George Mason University and a B.S. in electrical engineering from Carnegie-Mellon University.
Dr. Hira worked as a control systems engineer and program manager for ten years with Sensytech, NIST, and George Mason University (GMU). He taught graduate courses in electrical engineering at GMU and has been a consultant for the Rand Corporation, the National Research Council, Deloitte & Touche, and Newport News Shipbuilding. Dr. Hira has testified before the U.S. Congress twice on the implications of offshore outsourcing. He has given dozens of invited presentations on the subject to a variety of audiences. He has appeared on NOW with Bill Moyers, Lou Dobbs’ Moneyline, interviewed in Newsweek and has been widely quoted in major media publications such as the New York Times, Wall Street Journal, Financial Times, and Nikkei about offshore outsourcing.
Dr. Hira has participated in the Council on Competitiveness’ National Innovation Initiative and the Council on Foreign Relations’ research roundtable on Technology, Innovation and American Primacy and is a past Chair of both the Career & Workforce Policy Committee of IEEE-USA and the R&D Policy Committee of IEEE-USA. He has received IEEE-USA’s Citation of Honor award for his work on behalf of US engineers. Dr. Hira is a Senior Member of the IEEE and a TAC ABET program evaluator. Ron Hira, Ph.D., P.E.
