Paul Giarra leads Global Strategies & Transformation, providing national security strategic analysis, defense concept development, military transformation expertise, strategic editing services, and applied history as a planning tool. He is a strategic planner, wargamer, and security analyst for Japan, China, East Asian, and NATO futures, and a U.S. Naval War College Maritime Strategy “Greybeard”. During his naval career, Mr. Giarra was a Navy aviator; a naval strategic planner; and a political-military strategic planner for Far East, South Asia and Pacific issues. In his last assignment, he managed the U.S.-Japan alliance in the Office of the Secretary of Defense.
