Good morning and welcome back to the U.S.-China Commission’s hearing on China’s Military Modernization and U.S. Export Controls. Today we focus on the utility and effectiveness of U.S. national security controls on exports to China of dual-use technologies. That is, technologies with both military and civil applications.
Commissioners William Reinsch and Fred Thompson will co-chair the three panels today. Both Commissioners have extensive experience with export control issues. Senator Michael Enzi will join us as along with representatives from the Executive Branch and non-governmental experts. The witnesses will discuss the effectiveness of export controls and how they impact American industries.
I will now turn the microphone over to Commissioner Reinsch who will introduce today’s panelists.
