Summary
Dean Girdis is a Director of the Gas & Power unit, specializing in oil, gas and power development, market reform and regulation and energy security in China. As well he works on energy technology, gas and power market reform, regulation and energy portfolio analysis. Dean has 16 years of management consulting experience, principally in the energy sector. Prior to PFC, he worked independently for six years with a number of clients, most notably the World Bank and for the Chinese Government on energy reform, restructuring and development of competitive gas and power markets in China. Prior to joining PFC, Dean was an energy and environmental consultant at Arthur D. Little and Environmental Resource Economics, working on energy financing and economics, corporate strategy, oil, power and natural gas development and sustainable development. He has a M.Sc. in Resource Economics and Policy from the University of London and a B.A. in Management from Babson College.
Recent energy sector work has focused on identification, assessment, and valuation of power and gas development opportunities, with a strong focus on China and Brazil. Advisory experience with high level (ministerial) government officials and local and international energy companies on financing, reform and privatization, and investment strategies.
China Energy Experience
Energy Security in China, 2003, National Development and Reform Commission and World Bank. PFC prepared a detailed background paper for the NDRC to assess the energy security of China in the context of growing dependence on imported oil and gas. The paper provided a detailed assessment of supply issues moving forward as well as the geopolitical context of securing long-term supply commitments through bilateral agreements.
Downstream Gas Sector Regulation Workshop, 2002, State Council and World Bank. The workshop discussed downstream gas regulation and proposals for transmission and distribution, creation of a regulator, structure and scope of regulatory commission, and regulatory approach. Mr Girdis participated in the workshop and wrote the consolidated summary report of this workshop.
Oil and Gas Sector Strategy for Multinational Oil and Gas Company, 2001, Multinational Oil Company. Developing oil and gas strategy for major international company to determine the most appropriate means of investing in China, in both the upstream and downstream markets.
Oil and Gas Sector Regulatory Reform Workshop, 2000 - 2001, State Council and World Bank. The workshop introduced international experience, increased awareness of the reform of the Chinese oil and gas sector, and built consensus among senior decision makers. Over a hundred participants attended. Mr Girdis participated in the workshop and wrote the consolidated summary report of this workshop.
Modernizing China’s Oil and Gas Sector: Structure Reform and Regulation, 2000, World Bank and, State Council. The GOC requested the Bank for advice on the establishment of a new market-oriented, modern regulatory framework for the oil and gas sector. A joint report on Policy, Market Structure and Regulation was prepared that focused on structural and regulatory issues and details a roadmap for reform. Mr Girdis participated in the preparation and review of this report.
Clean Coal Technologies, World Bank, 2000
Reviewed and prepared three reports on clean coal technologies that reviewed technological options and their applicability in China. Reports included the power sector, the non-power sectors, and case studies on activities in three provinces.
Rural Energy Strategy and Success, World Bank, 2000 to 2002. Managed the preparation of a sector analysis of rural electrification in China. Report discussed key successes and failures and future needs in the rural energy sector.
Gas Sector Development and Investment Strategy, 10th five-year plan, State Development Planning Commission and World Bank, 1999. Co-authored report that provided detailed investment strategy for the gas sector directly to the governing State Council. Strategy paper was the basis for 10th Five-year plan and guided development and $20 billion in expected gas sector investments.
Strategic Options for Natural Gas and the Importation of LNG, State Power Corporation and World Bank, 1997-1999. Project Manager for this sixteen month two phase study advising State Power Corporation. Provided detailed technical, economic and financial analysis of the power sector in coastal provinces including assessment of regulatory environment for power and oil and gas investments, calculation of market value of natural gas in the power, industry and household sectors, review and analysis of available energy supply sources, identification and assessment of project structure, proposed gas regulatory framework, and financial modelling and analysis of financing options and strategies. Responsible for the preparation of study.
Beijing Environmental Project: Economic and Financial Analysis of Gas Transmission and Distribution, Shaanxi-Beijing Pipeline, Mining Division and East Asia Environment Unit, World Bank, 1999-2000. Providing economic and financial analysis of gas transmission and distribution project in Beijing to assess investment requirements, financial rate of returns, monetized environmental impact and opportunities for GEF funding. Secured $30 million GEF funding for project.
Private Power and Investment Opportunities in China: Evolving Markets and Options, East Asia Energy and Mining Unit, World Bank, 1998-1999. Co-authored paper World Bank technical paper on private power investment in China and currently organizing conference on private power development post Asian crisis for Chinese Ministries, state and provincial companies, international developers and investors, and financial sector to discuss the future of power development in China.
Strategic Analysis of IPP Developers in China, Private Client, 1998. Analyzed US based IPP developer activities in China including detailed profiles of three development groups, AES Chigen, Sithe Energies and CEPA/Southern Energy, to determine key attributes and strengths and weaknesses of investment approaches.
Power Sector Reform in China and Its Impact on IPP Development, Electric Power Research Institute, 1997. Completed report on the impact of power sector reform in China on IPP investment, identifying key regulations and pricing policies which could influence development opportunities.
Decentralized Power Companies in China: Improving Technical Efficiency, East Asia Energy and Mining Unit, 1999. Wrote paper reviewing results of power efficiency pilot study assessing measures to improve the technical efficiency of small hydro-power generation and transmission systems in the rural power sector. Study sought to improve efficiency to reduce power losses but also to confront the problem of reduced government funding.
