Thomas Howell is a partner of Dewey Ballantine LLP in the Washington D.C. law office, where he specializes in international trade matters. Over the past 20 years he has represented a number of organizations including the U.S. semiconductor manufacturers and has prepared a series of studies of foreign industrial and R&D policies and their effects on international competition in microelectronics. His practice includes litigation pursuant to the U.S. trade remedies (antidumping, countervailing duty laws and Section 301 of the Trade Act of 1974); support for international negotiations; and securing market access abroad. A particular area of focus has been developing and analyzing comprehensive information about industrial policies, private commercial practices and economic systems outside the United States.
