Erica Downs is a Research Fellow at the Brookings Institution. She also worked at the Central Intelligence Agency as an Energy Analyst, taught at Foreign Affairs College in Beijing, China and worked as an analyst at the RAND Corporation. Her current research focuses on Chinese energy issues. Her publications include: “The Chinese Energy Security Debate,” The China Quarterly, No. 177 (March 2004); China’s Quest for Energy Security ( Santa Monica, CA: RAND, 2000); and “Legitimacy and the Limits of Nationalism: China and the Diaoyu Islands,” International Security, Vol. 23, No. 3 (Winter 1998/1999) (co-author).
