Mr. Trainer established the Global Intellectual Property Strategy Center, P.C. (GIPSC), in March 2005. Before establishing GIPSC, he was the president of International AntiCounterfeiting Coalition (IACC), a position he held from September 1999 to March 2005. As its president, Mr. Trainer participated in intellectual property (IP) initiatives in Eastern Europe (Co-Chair of the UN Economic Commission for Europe’s IP Advisory Group from September 2001 to March 2005) and INTERPOL’s IP Crime Action Group. He has spoken at conferences and participated in IP training programs in Africa, Asia, Australia, Europe and North and South America. He has testified on Capitol Hill on several occasions before various congressional committees and has promoted IP enforcement issues on television and radio as well as in the print media.
Prior to joining the IACC, Mr. Trainer was an attorney in the U.S. Patent and Trademark Office’s (PTO) Office of Legislative and International Affairs for over three and half years. At the PTO, he worked primarily on IP enforcement and trademark issues, including domain names. He regularly represented the U.S. at the World Intellectual Property Organization (WIPO), provided IP technical support to the Office of the U.S. Trade Representative in bilateral consultations and supported other U.S. Government agencies regarding IP issues generally and IP enforcement in particular.
He has also worked in the Intellectual Property Rights Branch of the U.S. Customs ServiceAt Customs, he oversaw the development of the Customs nationwide IP database of copyright and trademark recordations to assist Customs’ enforcement efforts, wrote administrative rulings on the issue of infringement, drafted directives and regulations, and participated in bilateral IP negotiations as part of inter-agency delegations. He has also practiced law in the Washington, D.C. office of the firm, Arter & Hadden.
Mr. Trainer has authored articles that have appeared in numerous professional journals, including Copyright World, Trademark World, Trademark Reporter, AIPLA Quarterly Journal, Federal Circuit Bar Journal, Managing Intellectual Property, and China Business Review. His book, Border Enforcement of Intellectual Property, was published by Oceana Publications in January 2000. International Intellectual Property Enforcement: SOP (Standards, Observations and Perceptions) was published by the IACC in 2002. He was a contributing author for Famous and Well-Known Marks, (Principal Author and Editor Frederick Mostert) published by the International Trademark Association (2004).
