| Rock, Anthony F. BIOGRAPHY Anthony F. Rock Principal Deputy Assistant Secretary Bureau of Oceans and International Environmental and Scientific Affairs Anthony F. Rock is currently the Principal Deputy Assistant Secretary of State responsible for science, technology, environment, and health affairs. Mr. Rock is a career member of the United States Senior Foreign Service with the rank of Minister-Counselor.Mr. Rock served previously as Minister for Environment, Science, Technology and Non-Proliferation Affairs in the United States Embassy in Paris, France. His duties involved policy coordination and encouragement of technical cooperation in these areas between the United States and France.Prior to his assignment to Paris, Mr. Rock served as Director of Middle East Trade Affairs in the Office of the United States Trade Representative, Executive Office of the President. At USTR, he led the successful negotiation of three major agreements for expanded trade in the Middle East. At USTR, he also supported comprehensive negotiations with the European Union on trade in bio-engineered products.In the Department of State, Mr. Rock served as Director for Policy Planning in the Bureau of Oceans and International Environmental and Scientific Affairs (OES) where he was responsible for ensuring that U.S. strategic goals in environment, science and technology were incorporated effectively into the conduct of U.S. foreign policy.In the OES Bureau, Mr. Rock also held the positions of Director for International Technology Policy and Chief of International Health Policy. He instituted programs of international technology cooperation aimed at strengthening foreign policy relationships with Europe, Russia and the Asia-Pacific region. In the health policy arena, he oversaw the development of the U.S. Action Plan for International Surveillance and Response to Emerging Infectious Diseases and the U.S. International Strategy for HIV/AIDS.Mr. Rock also served as Counselor for Environment, Science and Technology at the United States Mission to the European Union in Brussels. He oversaw all environmental, scientific and technological concerns associated with European integration, including opportunities for collaborative research, policy coordination and oversight of issues related to trade in technology.As Counselor for Environment, Science and Technology at the United States Embassy in Tel Aviv, Israel, Mr. Rock was the U.S. representative to a full range of bilateral agreements and three major research-granting foundations. In this position, he also served as Technical Advisor to the President’s Special Envoy for the Middle East Peace Process.Prior to joining the Foreign Service, Mr. Rock was employed by the National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce, first as a physical scientist, and ultimately, as Coordinator for International Research. He also held the position of International Director of the National Sea Grant College Program. Mr. Rock received his undergraduate academic training and research at Georgetown University and Johns Hopkins University in physical sciences. His graduate training and research were at George Washington University in science and technology policy and as part of the marine geophysical research team of Columbia University’s Lamont-Doherty Geological Observatory. |
