Dr. David Shinn Adjunct Professor Ambassador Shinn received his Ph.D. in Political Science from the George Washington University in 1980. He has served in several posts in the US Department of State including twice being named Ambassador to Burkina Faso and Ethiopia. Ambassador Shinn's research interests include: Africa with particular attention on East Africa and the Horn, terrorism, Islamic fundamentalism, the brain drain, conflict situations, U.S. foreign policy in Africa and HIV/AIDS.
